About the Texas Lottery

Legislation to create a state lottery in Texas was first introduced in 1991. On November 5, 1991, Texas voters approved the legislation in a two-to-one margin, and director Nora Linares was appointed later that month. In May of 1993, the 73rd Texas Legislature passed H.B. 1587, creating the Texas Lottery Commission. Ticket sales skyrocketed, and the state’s game Lone Star Millions set world records for highest first-day and first-week sales. By August of that year, the Texas Lottery had contributed $80.9 million in funds to the state's General Revenue Fund and had earned $812 million in the first 15 months - nearly $350 million more than the original earnings estimate for the biennium.

Since 1997, the Texas Lottery has contributed $24.9 billion to the Foundation School Fund which supports public education in Texas. In the 2019 fiscal year, the Texas Lottery contributed $1.617 billion to the Foundation School Fund. The TX Lottery also supports Texas veterans, and in the 2019 fiscal year, provided $19.4 million to the Texas Veterans Commission.
