The Louisiana Lottery was created after Louisiana voters passed a constitutional amendment on October 6, 1990 by a 69% to 31% margin. By September 6, 1991 the first instant scratch-off game, called "Louisiana Treasures," went on sale to LA lottery players.
Since its start in 1990, the LA Lottery has paid out nearly $4.75 billion in prizes to lottery players, and more than $3.4 billion the Louisiana Treasury. As of 2017, the LA Lottery ranked second among other U.S. state lotteries in the percentage of revenue transferred back to its government.
